Where asbestos actually sits in an old city

No — and in Winchester that assumption is unusually expensive, because so much of the city looks too old to be a concern. CAR 2012 is not interested in when a building went up. That last category is why holding an HSE licence matters here more than in a purely residential town. Licensed removal requires a sealed enclosure, air monitoring, four-stage clearance before reoccupation, and a statutory 14 days' notice to the HSE before work can begin.

Duty holders: keeping the register alive

For education, health and civic estates, the duty to manage under Regulation 4 is continuous. You must know what asbestos is present, record it, assess its condition and keep the record current.

The most common failure is not the absence of a survey — it is a survey from years ago that nobody has revisited. Condition changes. Buildings get altered. A register describing a material that was sealed in 2016 and has since been damaged is worse than no register, because it creates false confidence.

The pattern that works: a management survey establishing the register, scheduled re-inspections keeping it accurate, and a refurbishment and demolition survey commissioned separately before any works that will disturb the fabric.

Victorian villas and the suburbs

Away from the centre, Winchester's nineteenth- and twentieth-century housing behaves predictably.
